Establishment Division Mandates HRMIS Data Update for Federal Officers; Public Asset Declarations Made Mandatory

The Establishment Division has directed all federal government officers to update their personal and service-related information under the newly implemented Human Resource Management Information System (HRMIS). Updating details related to postings, training records, and contact information has been made mandatory.

According to officials, officers will now be required to submit their performance evaluation reports and 360-degree reviews online through the HRMIS platform. Login IDs and passwords will be provided to officers via SMS to ensure smooth access. The Establishment Division will verify the submitted data for accuracy and completeness, and officers have been given a deadline of December 28, 2025, to complete the process.

Authorities also confirmed that a mobile application for HRMIS will be launched soon to make the system more accessible and efficient. The initiative aims to enhance transparency, streamline human resource management, and improve efficiency across the federal government.

Earlier, the federal government fulfilled another requirement linked to the International Monetary Fund (IMF) program by making it mandatory for BPS-17 and above officers to publicly declare their assets.

Following approval by President Asif Ali Zardari, a gazette notification for the Civil Servants (Amendment) Bill, 2025 was issued and circulated to all federal ministries and divisions. The legislation strengthens the Government Servants (Conduct) Rules, 1964, and aligns them with the Right to Information Act, 2017.

Under the new framework, officers in BPS 17 to 22 must file digital asset declarations, including assets held within Pakistan or abroad by themselves or their family members. While these declarations will be publicly accessible, safeguards have been introduced to protect sensitive personal information such as CNIC numbers, addresses, and bank account details.

The Federal Board of Revenue (FBR) will manage the digital platform, while the Establishment Division will carry out risk-based verification of the submitted asset declarations.
